The Cafe Royal dates back to 1863 and has a reputation for excellence.  Their website says:

“Taste Scottish produce at its best in the fantastically atmospheric Circle Bar”.

Their disabled facilities unfortunately don’t exist – there is no disabled toilet. But the restaurant and bar are quite accessible. To get into the building itself you have to use the fire exit which has flat access. They said to let them know when your planning to go. Once inside there is only one small step (a few centimetres) to the bar, which has never been a big problem for other wheelchair users apparently!
